Refrigerant freon could be low or the compressor has run and overheated due to low freon or the compressor hasnt run at all due to an electrical problem? IE:
shorted or open capacitor, burnt wires at compressor or partially energized contactor?what you need to do is pull the disconnect or turn off the breaker to the unit and let it sit for an hour or so to cool down and then turn the breaker on and listen--did just the fan come on? did you hear another noise that could be the compressor? Compare to your other unit?
you can pull the back cover off and look around (turn the power off first) feel the compressor to see if is hot or cold?if it is hot it has been running or has tried to run and overheated itself due to a malfunction.
cold or cool it never has tried to run.
from this point you can look around for the obvious but unless you feel you know the components and understand their function and have some test equipment?you may want to call a reputable hvac service co.
Basically you have everything that could be checked as a look and listen without test equipment.

Most likely the unit is low on refrigerant. You could also have a restriction in the system. You need to put gauges on the unit.

Hello
I dont know how handy you are but.You can shut the main circut breaker off for the a/c unit.
Then remove the cage or cover for the outside fan.Usually a screwdiver or nut driver will do the job.
Once you can get to the fan, remove broken screw.
Your local hardware store should have another screw or something similar.

My outside a/c condensing unit's fan runs, but inside vent air is not cold. compresser may not be running. inside vent air was cold last week. Janitrol ckj361ab is model # of outside unit.

Start the unit and go outside to see if the insulated pipe is sweating or cold, hot air should be discharging from top of outside unit. Since the breaker is not tripping, my best guess is the compressor is not operating. You might have to replace the capacitor.

If you can hear the compressor operating, then most
likely needs refrigerant

Fan is blowing but air is not cool, outside pumps

If I understand you have two units one top and one bottom. If one is not running you have a problem. It will cause the other unit to work harder. Check breakers and the basic things. But you may need to call a service tech ask for free estimate. Russ

Check your outside unit to see if fan is running. If it is running check to see if air is blowing out if not you have a bad capacitor. Some times if a capacitor shorts out the fan will run backwards and the line will get very hot same as if the fan is not running. Russ

Compresser is not running

The condenser fan motor is most likely blown. A replacement fan motor and a run capacitor are most likely needed to get it back in working order.

No air flow upstairs

Cold air is denser than hot air, so is harder to move. All vents have some mechanism to regulate flow, so close all of the downstairs vents. Check to see if your furnace fan motor has more than one speed, & set it on maximum. Keeping the fan on all the time will help as well. If all else fails, you may need a more powerful fan motor.
