Check the Power
Ensure that the shredder top is firmly placed in the shredder basket if the unit will not operate. If the top is not in place the feeder will not work and accept any paper. Make sure it is firmly plugged into the wall outlet and that the outlet is active.
Rest the Shredder
Let the shredder cool down if the shredder has been running continuously for a long time. It may have overheated and needs to be left in the off position for at least 30 minutes to reset. Verify the basket is empty or not too full as that will cause the shredder to deactivate.
Clear Paper Jam
Rotate the shredder into "Auto" and reverse to loosen any paper jam that is stopping the gears. Pull out any papers that are sticking out from the shredder feeder. If there is no progress then unplug the shredder and remove the shredder top from the bin. Turn it upside down and use tweezers to free any paper that is blocking the gear.
Auto Mode Not Working
Select the "Auto" option and feed paper into the center of the feeder tray if the shredder is only working in reverse mode. The sensor is located in the middle of the feeder tray and could be blocked by jammed paper. Use an index card to firmly unblock any paper that could be blocking the sensor.

My shredder would not sense paper being inserted and the sensor could not be cleaned. So "Auto" no longer worked but the manual reverse DID work. I opened the thing up, reversed the polarity on the red and black wires on the connector for the main drive motor and VOILA!!! I can use my shredder in manual mode by switching it to REV. Be mindful that this keeps the motor running until it is switched off. This can heat the motor and cause failure so I limit my shredding to 60 seconds then give it a rest so it will cool down. Also there is no emergency reverse so watch your fingers and neck ties.
I was having the same problem with my shredder. I called
customer service; I was informed it was the gears on the inside of my shredder.
My shredder is no longer under warranty. However, she is mailing me out the
part I need for a small fee. Their customer service number is 1-800-327-8508 in
the USA and international only 1-310-793-5650. I do hope this help you!
Try cleaning the "eyes"....if they get dirty they can act erraticaly...if that dosn't fix it you may have a pcb prob....you can give Royal a call at 1-800-524-0799 for parts information and advice.
if you answer no to the following question, then I do know your solution:
Q: When you unplug the unit immediately after your action of "When those paper complete the shredder does not turn off."...and then plug it back in, does the shredder STILL continue to operate?
if no, then the solution is to disassemble the feeder unit and manually unclog the paper sensor.
