They usually put spring washers in there to keep things tight.
Try some good penetrating oil on the pivot bolt.
Last resort--loosen the bolt, use oil on it, retighten.

Check the manual bypass for the transmission which allows the mower to free wheel. The manual bypass control lever is generally located at the rear of the riding mower.

Riding mower won't move forward or reverse

WHAT MAKE AND MODEL MOWER? YES...YOU EASILY COULD HAVE BROKEN THE AXLE!
SEE IF EACH WHEEL WILL SPIN INDEPENDENTLY OF ONE ANOTHER IN BOTH DIRECTIONS. ALSO, SOME MOWERS HAVE A ENGAGE/DISENGAGE TRANS LEVER (USUALLY PULLS IN AND OUT AND LOCKS WITH A CLEVIS PIN RETAINER)

Blade engagement lever won't disengage

If this is a manual engagment system all the lever does is to pull a jockey wheel into the back of the belt to tention it thus starting the blades to turn, so either the cable is jammed that pulls the jockey wheel in, or the jockey wheel arm is seized and needs freeing off to allow the jockey to to move to the relaxed position.

Freewheel lever broken

For the wire to come all the way out lever on top of the trans must be broken. I've seen a few. Jack rear of mower up, remove rear right wheel and find remnants of lever. With pliers turn this all the way forward, mower will now go. But to fit new lever trans will have to be removed. Dont forget the axle key.

Toro 6.5 self propelled Mower - Self Propell won't engage

see if the lever going to the gearbox is cracked or broken. there is a gear inside the box that has a pin going thru the shaft that may have broken but usually it is external. these mowers have a plastic lever to put the transmission lever in gear if the cable is overtightened they wont hold up.if it cracks it leaves practially no tension on the engagment system
