I installed a new battery and its not lasting for the time remaing. what should my battery be set on normal full power high power saver power

Toshiba usually has a power configuration utility for this... when on battery, reduce your inactive time values to the minimum... suggested ...screen off in 1-2 minutes and harddrive should shut down in 2-5 minutes. system standby in 15 minutes, hibernate in 1 hour.

The radio on my Coby 610 turns off after 3 minutes of play

I don't think I am actually solving this, but I think I may have a reason why it is happening. I am having the same problem with the radio turning off after about three minutes (I, too, had to reinstall the firmware).
I think the system sees the player as "inactive" when in radio mode and shuts down after a few minutes of "inactivity" -- even though you are, in reality, listening to the radio. The exact same thing happens when you pause an MP3 you are listening to; the system will see the player as inactive (because the music is paused) and shut down after a few minutes.
Maybe there isn't anything in the system (firmware?) that can differentiate the inactivity of just listening to music coming in through an antenna and the inactivity of paused digital music?
Feel free to send this to Coby tech support and see what comes back.

Camera will pan to an area but will not stay there.

Most PTZ cameras have an "inactivity" setting. If no command inputs are entered into the keypad for a programmed amount of time, typically between 30 seconds - 5 minutes, the camera will return to it's pre-set position. You should be able to turn this off in the camera programming. A good way to test to see if this is the problem would be to point the camera to an area, then make very tiny adjustments to the direction every 2-3 seconds. If the camera does not go to the pre-set, then inactivity is turned on. Also, point the camera to an area and time how long before it returns to pre-set. If it is the same amount of time on every occasion, this would also indicate that inactivity is turned on.

Let me know if this does not work, or if you don't know how to access the programming menu - steven.burman@commandtechnologyassociates.com

Batterys

You may need a new battery. If the problem persist, then you need a technician to check the camera and the charger.

New Batterys and camera indicates batterys low then shuts off.

Did the batteries come with the camera? If not, they might not be a high enough mah rating. Some batteries, even though brand new, may not be strong enough to power a camera.
