SOURCE: Laptop AC Adaptor
If the light is going out whenever you plug the Ac adapter in you most likely have a short in the laptop. The most likely culprits are a failed battery or a damaged AC port. Remove the battery and AC the use a pen or pocket knife to wiggle the pin in the center of the AC port. If it is solid, it's probably good, if it wiggles it's likely broken(may need a pro for this repair).
Assuming it's ok, leave the battery out and try plugging the AC back in. If the light goes out the problem is likely on the motherboard and may need a pro. If the light on the AC pack stays on turn on the laptop, if that works the battery is the problem, you can purchase a new battery.
Try these and let me know how you make out,

SOURCE: my laptop will not turn on
Check if the AC power adapter can operate the notebook when the battery is removed. Do a normal shutdown of the PC. Remove the battery from the Notebook. Connect the power adapter and press the Power button to start the notebook. If the PC does not start and operate normally, the AC adapter is defective and must be replaced. If the PC does start and operate normally, the AC adapter is working properly If the notebook does not start with ac adapter and keeps flashing the lights only then we need to know how many blinks are flashing. Please check the following LED blink codes and the link below to solve the issue with your laptop. First you need to determine how many blinks you are getting when you try to power on the laptop. You could try another battery. But if another battery doesn't work, sorry mate I think it's dead.In future make sure you only use what you know is compatible, also NEVER try to run the PSP with the AC adaptor without the battery in.The PSP safety and support booklet states: Do not use the PSP system with the AC Adaptor when the Battery Pack is not inserted in the system. If the AC Adaptor is disconnected suddenly,it may result in damage to the system.
If it is the motherboard that's burnt out I think you can replace it but they're expensive I think,I saw one for a PSP1000 for
