So the printer has no indicator lights on at the printer? If so have you verified the power supply is working and is supplying power to the printer. You need to check the voltage output with a DC volt meter.

Try this out:

Some printers require time to turn on. These printers may or may not give feedback in the form of blinking light(s). Wait up to a minute for the power light to come on before proceeding with the steps below. Instructions If the printer uses a power adapter (module), follow the instructions below. If the printer uses only a power cord, see the section below entitled “ If the printer uses only a power cord .” If the printer uses a power module Follow the steps below to ensure power is properly supplied to the printer:

1. Check the power module part number against the part number listed in the User’s Guide to ensure the proper power adapter is being used.
2. Disconnect the power cord or adapter from the wall outlet.
3. Disconnect the printer data cable from the printer.
4. Disconnect the power cord from the printer, wait thirty seconds, then reconnect the power cord to the printer.
5. Disconnect the power cord from the power module and reconnect the power cord to the power module. This may not be necessary if the power module has a permanently attached power cord.
6. Reconnect the power cord directly into a working wall outlet. If the power cord was plugged into a surge protector or power strip, plug the power cord directly into a wall outlet instead. NOTE: "The HP Photosmart 8100, 8400, and HP Deskjet 6000 series printer power cords feature a green LED built into the power plug. If the LED is not glowing, the power module may have failed. Proceed to step 7 below.
7. If the printer still will not turn on or the power LED built into the power cord is not glowing, plug the printer into a wall outlet in another room. If the printer or power LED turns on when connected to an electrical outlet in another room, there is a problem with the power in the original room.
8. If there is still no power to the printer, then the power module, cord, or printer may be defective. Try the power module/cord on another HP Deskjet or Photosmart printer, of the same model if possible, to see if the power module is functioning. If the power LED is still not glowing, the power module may be defective. Replace the power module and cord.
9. If the power module/cord works on the other printer, then this printer is defective. Service your printer.
10. If you cannot determine whether the problem is the printer or the power module/cord, or if another printer is not available to test with, replace the power module/cord first. If this does not resolve the issue, service your printer.

If the printer uses only power cord Follow the steps below to ensure power is properly supplied to the printer:

1. Check the power module part number against the part number listed in the User’s Guide to ensure the proper power adapter is being used.

Is this a new or remanufactured cartridge?

Dear Friend, It's a serious issue what I understood & confusion is control panel locking facility not avail in this model, how its locked?.. Simple method to catch the faulty part through power LED behaving s..(Power led located on power button)

# LED is OFF - This indicates that the Power Supply Unit is
completely dead. Try the following:
1 Check that power cord is connected correctly to the Printer and to the Power Socket.
2 Replace the Power Supply Unit
# LED is ON (all the time) - This indicates that the Main PCA is completely dead. Replace the Electronics Module
# LED is Flashing - A problem has been detected with the previous firmware upgrade. Try re-send the firmware upgrade file.
# LED Flashes twice every few seconds - The Printer cannot detect the Interconnect Cable. Try the following:
1 Check that the Interconnect Cable is connected correctly to the inter connector PCB & Electronic module.
2 If the Interconnect cable is connected correctly and the LED continues to flash twice then replace the Interconnect Cable
LED Flashes 3 times every few seconds - The Printer cannot
detect the Front Panel. Try the following:
1 Check that the Front Panel is connected correctly to the Interconnect PCA.
2 If the Front Panel is connected correctly and the LED continues to flash 3 times then replace the Front Panel
LED Flashes 4 times every few seconds - This indicates that the Electronics Module has failed. Replace the Electronics Module
LED Flashes 5 times every few seconds - This indicates that the Electronics Module has failed. Replace the Electronics Module.
Now U decide that whether firmware uploaded properly or not?..if not its sure that Electronic module gone.. you have 2 replace it..

I suggest you that purchase new Printer cartridges and replace it with old . May be some problem in your cartridges .

Select your OS from the drop-down menu. Then click Next. Expand the section labeled Order Physical Media (CD/DVD/USB). Click on the link and fill out the forms. You will need to pay for shipping if you want anything other than standard shipping.

If you just need tp download the software for Deskjet, expand the section labeled Software & Drivers. Download and install the Full Featured software if you want to check the ink levels from your computer.

(I know that the download does not include any third-party software that was on the original disc. I'm not sure if the replacement CD has that software.)

HP makes a couple of different power cords for the PSC 1210 and their other printers. First make sure you are using the correct power cord (Amperage and voltage). Unplug the power cord (from the wall and the printer and from a power module if you have one). Leave all of the sections unplugged for at least 15 seconds to reset the power module/printer.

Next connect the power cord to the wall outlet and to the power module if present and check if the LED (if present lights up). If it doesn't try another outlet. In either case, check what the outlet voltage/amperage is at the end of the power cord with a multimeter (before you plug it into the printer). If you have a power module, then check the Amperage (it will be a DC current out).

If you are not getting the correct voltage and amperage out or the LED doesn't light (with a known good outlet), try a different power cord/module.
You can order these from HP.

If you have the correct power at the cord, plug the power cord into the printer and attempt to turn it on. (Press and release the power button.) If the printer still doesn't come on, the unit needs service. Contact HP if the printer is under warranty. Decide if it is worth fixing if it is out of warranty.

Open the printer and check the voltages at the power points. If they are present then power module is ok.
