Try another AC cord/charger with the EXACT same specs as original. Is the battery a genuine Dell battery, if not return it? Some aftermarket laptop batteries don't play well with your computer, the pin-out connections aren't correct and MAY be a fire hazard.
You may have the wrong AC adaptor, Dell is very picky when it comes to Power adaptors, it must be original OEM Dell for the laptop to recognize it, any after market no name brand even though it has the right specs and is made for your model will power your laptop but the circuit to charge your battery will automatically be closed
If thelaptop battery is more than 3 - 4 years old then the battery could be worn out.Rechargeable batteries have a finite number of charge and discharge cycles andwill lose their charge capacity over time, i.e. won't charge to 100% andgradually the charge reduces until the battery won't charge up at all. OR Thebattery shows a 100% charge but when the adapter is disconnected the batterydrops off to zero capacity in a very short time. If the battery drops to anunacceptable charge level then the battery needs to be replaced.
Most probably this is caused by the battery charging circuit inside your laptop. It looks like it is not charging the battery. If this is the case you won't be able to fix it yourself. You and should send it for repair.
I do not see the 400k as a model, I believe it may have been there is one more piece needed for the model. Can you please click here, and see if your product has any of the enteries under Model. This could be due to a defective battery even though it is new. These batteries are what are called smart batteries. They have circuit boards mounted inside the battery pack that aids the computer in recognizing the battery as well as sending functional information to sensors in the laptop about battery health and performance. Try re-installing the old battery and see if it recognizes the old battery. if it does, the contact the company you purchased the battery from and let them know the problem. If the computer does not recognize the old battery anymore, there may be a problem with the charging circuit on the motherboard or the power adapter on the motherboard.
