SOURCE: Gsf400 bandit wont charge
If the battery is 2 years old or more it may be bad. Add water to each battery cell so that the plates are covered by the water. Charge the battery with a 1amp or 2 amp charger for about 5 hours. If it will not hold a charge then replace the battery.
At the site below you can download a free PDF service manual for your bike. The manual will tell you how to check the electrical components. It will tell you how to rebuild the engine as well, but save the rebuilding until next month. :)

If the engine wont turn over, probabily you have a bad battery, a bad starter or a bad starter relay, or bad connections.
A hot engine has more compression. If the full battery power doesn't reach the starter it won't turn over...

Hi and welcome to FixYa,
Initially, try starting with the clutch lever pulled in and / or the sidestand folded up. Additionally, determine if there is a clicking sound. If there is, then it would most likely be the starter solenoid.
Good luck and thank yu for asking FixYa.

dont know if you got the answer from someone who knows what the hell they are talking about cause obviously these idiots never owned a 96 s-rad. the problem is that your engine is loading up with fuel and basically vapor locking the engine witch you could also call severely flooding it. you have a carb problem as do i and if a real mechanic comes on and reads our problem please let us know how to solve... thank you
Have you connected the battery the right way? positive + to positive +and negative- to negative - also check the Main fuse to see if it is not blown and replace it with a new one if it has.
