Hi and Welcome to Fixya
Yes, you can change the operaitng system to Windows 7 32 bit. All you need to have is the licensed version of windows 7 32 bit. Boot upthe computer from that disk by pressing F12 key when you turn on the computer. Select the ODD drive to boot the computer to the windows 7 disk then you are good to go.
Thank you for using Fixya!

Try pressing the F1 or F2 key several times as the Toshiba boots up to get into the BIOS configuration, once you get into the BIOS you can change the device boot order.

If you're using Windows 7, the task bar is the bar located on the bottom of the screen that has the Windows button, your shortcuts, and the time/network status.

SOURCE: My arc mouse suddenly stopped
Try moving the arc mouse USB dongle to another USB port on your Toshiba Satellite L650. If the mouse works on the other port, then the first port is the problem. Use Control Panel's Device Manager to further diagnose the port problem.
