Other than the heater having a fault inside of it (common problem) the only thing that a user can do is to make sure it was proper power connection (outlet is live) and make sure it has good flow thru the heater , as they do have a flow switch that prevents heater from coming on if water flow isn't enough(safety sensor)

Check the water level. If the water is low it will not allow water into the heater core to produce heat. If there is water keep an eye on your temperature gauge It should reach at least 140 to 170 degrees. If it is staying colder than that you have a stuck thermostat which is allowing the water to flow to much and not let the engine warm up. The only other solution is if the fan is not working properly replace the fan relay for you blower.

I'm assuming that this is a portable heater. If not let me know. If it is it sounds like the heating coil is bad or the relay which turns on the heat is not working. TU probably means turn up the thermostat. I guess you could try that but it seems pretty obvious. Let me know how you make out.

Heater wont run on hi and doesn't get warm at all

One of two things here. You blew an internal fuse or the heating element is broken. Take your unit apart and check for bad fuses and also check that the heating coil has continuity. Let me know how you make out.
