Question about Electrolux EL7020A Oxygen 3 Ultra Canister Vacuum Cleaner Bagged Vacuum
Have two good motor heads... Neither work on this vac. Suction level & on/off works fine. All the contacts on both ends of the hose have been cleaned & lubed. each lead has continuity and each control button on the handle register when pushed. (I suspect I need to know how to get inside to the control board).
Take the cleaner apart and make sure that the wires are all hooked to the on and off switch that got to the beater bar that is the main part of the problem improper wireing

Testimonial: "No... but thanks. There are no switches other than those on the hose assembly. The machine has faithfully served for many years and never been previously tampered with. We have an upstairs EL7020 and an identical unit downstairs. The reason I opened, inspected and lubed the HOSE contacts (three screws on control end, one screw on the on the brush end) was because the upstairs unit became intermittent. They were indeed linty & dusty... but did not change the hose assembly electricaly. The problem is absolutely in the canister. I have already found and eliminated the possibility of the glass fuse on the Suma board 1180136. Thanks again for your interest and best regards"

I know this is obvious, but did you check the belt?

Testimonial: "I have two good power heads ... neither works (and the parallel wired head-lights do not come on either)... that is why I was into looking for something obvious on the control boards (1180136 and 1180110)... The fuse has continuity and looks good... but thank you very kindly for the interest. I do appreciate it."
The symptoms you describe are typical of a vac that has a blockage (hence poor suction). It cuts out because it's over-heating. You need to check the hose, the filters and anywhere else where something may have got stuck. Blockages are often caused by things like paper clips, but can be caused by something as apparently harmless as a piece of paper which gets stuck and then debris builds up behind it and causes a log-jam.
