The problem isn't with the lcd panel, its with toshiba not willing to sell the backlight master or slave inverters seperately from the panel. If you check either the master or slave will have a blown 5 amp fuse, ussually 2 or more transistors inline with the transformer will be shorted.

This problem usually happens when the lamp runs out, verify how old is your TV, lamps have a life spend of aprox. 3 years, most likely you would have to replace the bulb so your TV can start running again!!

Change Your Regulator on your Color Mixer check the choke beside it the little yellow trasfomator beside.... It maybe damage too....

SOURCE: Toshiba 32AV500U HDMI issues
The Toshiba 32AV500U cannot display 1080p. Hook up your PS3 to your computer monitor, provided that it can display 1080p, or some other TV that can, then change your Video Output settings under Settings> Display Settings and uncheck 1080p, which will allow the PS3 to display in 1080i. Once you do that, then hook up the Toshiba via HDMI and it will work with no problem.
