I'm an engineer for Hyatt hotels and I've worked with the S12 vacuums for a few years now. The most common problem electrically lies in the main switch and the power cord. Almost at no time in the past three years and working for 4 hotels have I had to replace any motor or board component for them. Take out the handle from the bag housing and use your volt meter/circuit tester to test the main switch, if that and your power cord are good, then you might have a bad fuse, which is located on the brush side of the main chip board. You have not missed anything. Unplugging for longer than 16 minutes (has 15-minute memory) is the only troubleshooting you can perform. Call Cuisinart to find out if you are still in warranty. All electronics have a failure rate. Cuisinart's is acceptably low, but their coffee makers are the least reliable of all their products. The basic problem with electronic coffee makers is that coffee makers produce high heat, and high heat kills electronics and melts plastic. At least Cuisinart has a 3-year warranty - higher than the industry standard.
Let me put it another way. All coffee makers have a high failure rate. As many Cuisinart coffee makers that break down, the non-Grind-and-Brews still have a 91 rating from Consumer Reports. Consumer Reports doesn't give ANYTHING a 91 rating. A lot break, but you probably won't fare much better by switching to a different brand. The problem with a Cuisinart breaking down is that an expensive unit broke down - you wouldn't be upset if your $15 Mr. Coffee broke every year. The law of averages is on your side - a 2nd Cuisinart will probably last longer.

the best and easiest way to track down a short is with a digital multimeter just check for continuity throughout the circuits.If you you cannot get your hands on a multimeter use a compass.It will detect and move left to right when there is a complete circuit and as soon as you hit the short the needle will be dead still. Fix the short and test.It would probably be alot cheaper than trying to track down a part with no certainty of it.Hope this helps

The EVAPORATIVE PURGE CONTROL VALVE is located under the hood usually behind or near the back of the headlights. It it on the top of the Evap Charcol Cannister ( shaped something like a Quaker Oats box ) . Basically does not allow fuel vapors to escape into the air. Te purge valve will recycle the vapors through a charcol filter and sent to be reused as fuel., Problem could be caused by excessive fuel in the cannister, or the solenoid, or wiring, etc back to the computer.. Requires a lot of diagnosing. Hope this helps.
