Looks like you have a flat battery you will have to send it to garmin for a replacement battery will be free if within waranee/guarantee, you will no be able to do this as it will be internal and will void the warranty also it will be soldered on.

Is it possible to try charging with only a power cable (mains)? Does that work over the USB and car charging methods?
Try removing the battery and cleaning the contacts and charge again.
If not it could need a battery replacement. It should be relatively inexpensive. Sounds like the battery doesn't want to charge any further (can't take any more charging cycles due to previous use maybe). The replacement should be very easy to find online or at a store and shouldn't cost much. It should fix the problem straight.
Best of luck!
