It is possible your radio is not programmed, or has a bad/old battery.
It is normal for the side buttons 1 and 2 to beep when depressed to indicate you turned the feature on/off. Each of these buttons has the ability to be programmed a long and a short press feature.
If your radio beeps when your press the PTT button, on any or all channels, it indicates a low or nearly dead battery. Check your battery date code to see if the battery needs replaced.
If your radio emits a long tone on a channel, that channel is not programmed to function.
If your radio beeps a single beep when you turn it on, this is normal.
Charge your radio completely overnight, with the radio turned off. See if this solves the problem. If not, try a new/different battery to see if it will solve the issue. If not, drop by your local dealer and let them look at the unit.

I believe you do not need to hold the monitor button when changing channels
Push the talk button till you have the channel you want then push monitor button to accept

Your programmable buttons can be programmed to a number of options. Typically the first button is programmed to monitor and sticky monitor. If this button has been held in a long press you can clear the setting by holding it in another long press to shut it off, or by simply shutting the radio off and turning it back on.
Your second programmable button could be set for an number of features, but like the above description, simply pressing it again or shutting off the radio will turn the feature off.
When you refer to Monitor Mode, we assume your are indicating the radio is operating open squelch, with no private line code. This is when you can hear ALL transmissions on your frequency. If this does not describe the problem you are having please repost another question.

Generally a constant beep is the sign of a low or bad battery. However, it is noted the TalkAbout 250 is operated with AA batteries, and it is likely you have considered this and changed batteries. You might check your battery contacts, and clean them with a pencil eraser to assure they are making good connection. Otherwise, you may have a failing radio.
