There are more questions to be asked than the solution. How did bumper come to be separated from the van. What kind of van (make, model, year). Are there airbag sensors involved, etc. If the bumper came off due to accident the attachment points may be damaged.

Van, you can fix this yourself. If you have a metal bumper and the piece hanging down is plastic, here what you can do. Go to Harbor Freight and buy a bottle of Guerrilla Glue, this stuff will fix anything. CAUTION: Do not get any on you hands because that's how strong it is. You should remove the bumper cover and take a look and make sure that the cover is not broken, its all plastic and the hold down arms sometimes break off and bumper will hang, also look for missing or loose fastners,

remove plastic rivets and bolts holding bumper within fender well, between lights near hood latch, and bottom of bumber, be careful taking bumper off to prevent cracking. exact opposite for installing bumper

Most composite bumpers have the paint in the composite, but I dont' know why, at least for a coupe or three years, the bumper wouldn't hold paint sprayed on.
