I have painted and the paint will not dry, it feels dry but if i lay anything on it magazines, etc. it sticks.

You have not mentioned what kind of paint you have used, however, here are a few ideas.
We might accidentally hit on the one.
Some paints, such as latex or enamel, can do this if the first coat of paint is not completely "cured" before you add the second coat.
To be completely "cured", paint has to dry and harden for a set amount of time.
You also did not mention your location, but temperature & humidity can affect the drying time as well.
If the weather or the room is cold and/or damp, that can keep the paint from drying.
The colder and the damper, some paint will not "cure" at all!
If you used an automotive paint, properly mixed paint sometimes has "dryers" added to the paint to help it dry, but the same applies about the temperature and the humidity.
Automotive paint that is meant to be sprayed on cannot be brushed on, for the same reasons, it may not dry.

Paint will not dry extremely sticky after days of drying time

Synthetic coach finish will usually be touch dry in about six hours in normal humidity and mild ambient temperatures. During mixing the colour the paintshop should add a drying agent, without which the paint will remain tacky forever.

A friend in the trade was bemoaning how he had just had several gallons of mixed colour returned because somebody, perhaps himself, had forgotten the drying agent.

The only other paint in my experience that is reluctant to dry is the various types of 2-pack which should have one of various types of activator added.

I know there are many types of paint on the market for various purposes and many are only suitable for curing in an oven. Whenever buying paint ensure a manufacturer's data sheet is also supplied as that will be found to be most valuable.

Paint will not dry

Could be the paint you're using was old, sat around too long and was not properly stirred, before applying? or did you apply multiple coats without waiting enough or too long in between? You will have to strip all the paint off using a chemical paint stripper. Then wash off all the stripped with the proper solvent, then wash off the solvent. Make sure the wood is totally clean. Then sand lightly to open the pours of the wood. Apply one coat of primer, let dry, then apply as many coats of paint as you want, just make sure its dry between each coat, etc..

Paint will not dry after 14 days it is wet

you did not state what paint, on what surface, what is temperature and humidity.

paint usually do not dry if it is two pack and you used only part a (body of the paint) and did not add any part b (hardener). hardener allow chemical reaction to occur and creates then solid, this type of paint is often used on car bodies, boats, hard wearing flooring and similar surfaces. if this is the case, you need to strip and clean whole area, prepare it again, whip off with weak solution of appropriate solvent mixed with bit of hardener (about 1hardener to 25solvent by volume should be fine) rest it for 48hrs, fine abrade with 120 or 150 paper or screen and then paint again following instructions on the label. this usually involves two parts urethane based paints.

another - it can be oil paint - oil paints,, especially good quality (artist quality), based on linseed or cannabis oil, take up to few years to dry, they drying process is affected as well by humidity and temperature, if temperature drops below 10centigrade (50f) process of drying virtually stops, it will fully stop at about 2 to 4 centigrade (35f - 40f), humidity will greatly affect this process as well, very low humidity (below 10%) and very high humidity (above 80%) will hamper drying process, low by forming impenetrable surface skin and not allowing body of the paint to dry, high by preventing vapour pressure to evaporate.

I just want to know what is water base paint and how its used & what material are used before painting car. thank u

the basic shell of the car is cathodic dipped,then painted with a filler/primer before water based paint is applied,the final coat is dried by radio waves(really)any excess is recycled back to the paint plant ready for the next car.NO solvents are used in the whole process.YOU CANNOT BUY THIS is very similar to normal emulsion paint,although it will not dry in the air,it has to be heat dried/sealed.(in an oven)(check out you tube bmw z3)
