Without the proper drivers, a connection will not be achieved. Did you install the communication drivers? Your computer may show you that a Bluetooth device is present, but without communication drivers, you just have dead space.
Consider NOT connecting your camera to your computer. The best way to download pictures from your camera to your computer involves removing the memory card from the camera and plugging it into a card reader (either built-in to the computer or connected via USB or FireWire). What I suggest you do is use the file transfer wizaed that is built n in WinXP OS's. From you old Dell go to start>Accs>System tools> file and Transfer wizard.....follow the prompts and save the file to your desktop. After the coolection and creation of the UMT2 folder copy it to a flash drive or use a cross cable between your old and new laptop and share the folder in th network s you can access it directly from your new laptop. Copy he whole folder to the desktop of your new Laptop. Run the same wizard on your new laptop.
