Long startups after disabling nearly everything exlorer always not responding what to do change os entirly or get another version or what ?help plz
Are you certain your laptop is fully functional? Sometimes a faulty hard disk or a virus, just 2 examples, can cause these kind of problems.
Perhaps your system specification is not suitable for Windows 8.1, what is your systems specification?

Dear Sir, Have Dell laptop Inspiron 1525 with Vista loaded....but I need Win XP-2 OS on it...CD of which I have but don't have the laptop drivers compatible with XP. Can you pls guide me how & where to find these drivers....Dell does'nt have those drivers anymore (outdated) Pls...

Well it is most likely a issue with the Video driver as you are able to boot to the safe mode.I would suggest going back to the safe mode and deleting the present driver for the video from the device manager.before you restart the system just download the latest version from the support.dell.com so that you can reinstall it.Also check in the graphic properties which screen is set to be the defuat.Incase still not working i would suggest reinstalling the operating system before replacing any hardware.

There is a simple solution to ur problem.
When starting laptop go into bios setup and there find the option "hard disk sata=enable or disable".
Disable it and run setup it will definitely detect the hard disk.

Nominally you might get a more accurate answer by going to support.dell.com and entering the 'service tag' number (on the bottom of your machine next to the 'express service code'.
This machine also includes a field in the BIOS setup program; hit the F2 key when you see the Dell logo to start the BIOS setup program.
