No worries here, in fact you can attach a non-piezo hf driver, coupled with a 2.2uf/3.3uf MKT filter and that should do the job with ease, even better than with piezoelectric devices, hope this helps...

Testing the driver with an ohmmeter is incomplete test. Sometimes the magnets break off the drivers rendering no sound. Sometimes the voice coil shorts and if you don't interpret the ohmmeter readings correctly you can overlook a faulty driver. Remove the horn and look for damage such as lost magnet from the back. Also the peavey cabs have a protection circuit so if you did not try another speaker to the same wores going to the driver, it may be the Polyfuse on the protection circuit or other components.

There is not enough info here to narrow this down to far. What is the sound source? The internal mic or direct via cable? Also, does the background noise stay the same regardless of the playback mode? Supplying these details will enable me to locate the problem circuit and provide potential fixes.

If you let the input "float" with no connection it very well may buzz. The input needs to be tied down with a driving source.

Vista has SO MANY compatibility problems that it MAY be futile to try finding a specific driver for thaat synth. Consider going to Windows 7. HOWEVER, a MIDI driver is a MIDI driver and anything specific to the synth is really not truly just a driver as such, but a user interface type program that may contain things like voice editors and other functions specific to the synth.

These are just some ideas to think about:

SOME drivers for PC's require the device to NOT be plugged in until the driver has been loaded and restarted.

SOME drivers for PC's require that the driver be installed in SAFE MODE.

IF you are using Vista or Windows 7 check compatibility as there are MANY issues with compatibility with these operating systems.

Sometimes the manual doesn't emphasize these points so just a reminder here to check these things out. Worst of all, sometimes the manuals do not tell of the quirks, so search the forums about the issue.
