the speed of treadmills are based on the companies regulations and are machine made. so they might not be 100% accurate. a treadmill is a simulated devise so it is never the same.

I have the exact same problem with the very same treadmill that i bouth 10 years ago and it has been sitting for 5 years unused. The last time it was turned on it worked but now that I plug it in and try to start it, everything works but the belt drive motor. Any ideas?
I had the same problem, however the treadmill remained in 'safe out' status even when the Safety pull pin was correctly inserted. The cause of my fault was that one of the kids decided to insert a wrist watch into the round hole located on the control panel's lower cover. In doing so this unplugged the cable conector for the magnetic switch which operates the 'safe out' function, from the main circuit board. The repair was quick and easy, i turned the power off, removed the bottom cover from the control panel and simply plugged the magnetic switch back into the main circuit board and all was back to normal.
