You have a common problem with the center infared LED or one of the photo transistors on either side... My guess is that when the tape got previously stuck you may have inadvertently broken the prisim in the center of the tape housing assembly trying to get the tape out. If that's the case you'll need to repair or replace it or the LED itself.. Presently the VCR is booting and finds the infared signal missing and goes into shutdown. No amount or resetting will prevent that.. If you take it to a shop it's less than a one hour job. But if you're any good with taking these apart and VERY observant you could do this yourself. Hope this helps. Bill PS: If you have to replace the LED remember they are polarized ( positive and a negative) just make sure you put the new one in the same way.

refer to the service manual for help. if that do not help. this is the procedure.
some one had entered a code in the tv for parental lock causing the tv .take it to a tech to lift up the "eeprom" from out of the set and resolder it back,that will reset the tv.ask your family if any one of them had entered the code in the tv.if none of them remember then you will have to call the tech.good luck
