Sounds like either you have corrupt system files or viruses that are not allowing the operating system to run properly.

when you first turn on the laptop hold down the ALT key and keep pressing F10, if it works then this will take you into the factory restore partition and you can bring your system back to factory defaults like it just came out of the box.

if that method doesn't work then If you have the cd's to your laptop you'll need to restore your laptop back to factory defaults doing it this way.

Sounds like spyware has infected your system. Download, install, run Spybot (spybot.com) and remove problems. Good luck.
