You have this backwards. The TV does not program the remote, the codes for the TV are generated by the remote. If you cannot turn on your TV by using the power switch on the front, there may be a power supply problem.
If your remote serves multiple units, make sure it's in the right mode for your TV. (not dvr, dvd player, tuner, other source...). If the TV will not turn on manually (with the power switch on the TV), then make sure it's plugged in and there is power at the plug (try a different power source). If your remote has been out of battery power, sometimes it needs to be reset / reloaded with the correct code for your TV. Check your remote and / or your TV manual for the procedure.
Ensure that the TV is turned on. Turn the Bell receiver on manually (at the receiver). Remove the batteries from the remote. Press the "Power" button on the remote until no buttons on the remote light up (a half-dozen times). The satellite service (your Bell service) will likely have turned itself off in the process. Replace the batteries in the remote. The remote should now work as "normal".

You can check the manual that came with the Remote starter. If you do not have one try look it up on line. You can try call the people that install that kind of remote starter. Some started do a lot more than start your car and the only way to know is to look at the manual. You are trying to find out if it is has a ignition kill command.
the remote has nothing to do with the tv not turning on or off you should be able to push the power button on front of the tv and turn it on that way.if its not staying on then theres something more wrong than just a lost remote
