Check the blow down. The pipe from the pump going to the reciever should vent down when it stops. If it doesn't the unit will attempt to start against a pressure which will stall it. There is a check valve on the tank stopping air coming back and a small pipe should go from this to the pressure swich. The pressure switch when the unit stops opens the line to atmosphere and as long as the non return valve works it will vent down the line so the pump can start freely. If you have a constant his of air from the pressure switch when it stops it meant the non return valve is passing back. You can test this theroy by manualy venting the line when the unit stops.

Since you have not listed the make or model compressor, I'll try to answer your question........ Is the compressor wired up correctley?
If the compressor is out of phase, it won't be able to perform at its peak level. Most 60-80 gallon compressores require at least 220-240 volts to operate creectly. Make sur all your presure switches are calibrated to the correct unit and the compressor should run wirtth no problems. Hope this helps.......................
