Hold the power switch on the front before turning the rear one one. Wait until the PS3 turns off put finger back on the on switch keeping it firmly down until you hear 2 beeps, let go of the switch, connect a controller with USB cable. Choose restore ps3 and this will solve your problem especially as you have formatted the hdd.

Hi if you replaced your hdd or if the old went foul try this plug your controller in with the usb lead insert a game disk, put it on standby (red Light) press and hold the power pad you will hear beep, beep, then it will shut down, Do it again beep, beep then beep beep take your finger off then follow your instincts on what it says. Also you may have to replace your hard drive ,not very expensive good luck
first if you have anything in your ps3 i think you will have to leave it behind because first you should take out the hdd from the ps3 and after formatting it to fat32 change to hdd to a probably bigger hdd and if you are not satisfied with the answer you can go in an game store and tell them to solve it i know the ps3s but in my view i think you should change hdd and if you donnot know where is hdd just write "ps3 upgrade" in youtube then you will get dozens of videos related to hdd replacement
your hard drive may be dying. or the file system may be corrupted.
before you get a new hard drive there are some tricks to try.
#1 remove the HDD and boot it up without it in, then turn off and put the HDD back in and boot again.
#2 rebuild the file system in the recovery menu
#3 rebuild the database in the recovery menu
To get to the recovery menu you need to press and hold the power button when the ps3 is in standby mode untill you hear a double beep then release. sometimes the ps3 will go back to standby mode before it does the double beep if it does just release the button and press and hold again real fast and wait for double beep.
here is what mine does
ps3 standby(red light) press hold power...........beep...............beep.........standby again, release hold............beep..................double beep ..release power button.
from the recovery consol you can rebuild the file system and database sometimes when they are corrupted it has same symptoms as a dying HDD.
P.S. rebuilding the file system and database will not lose any of your ps3 data, other options will though like the restore ps3 and format HDD. if the above tricks dont work try updating the firmware, if your at the current firmware you can re-install it from the recovery menu as well using a usb memory stick or a cd with the firmware on it.
if all that doesnt help it looks like its time to get a new HDD, but at least you can upgrade it to a bigger ps3 now. any sata laptop HDD should work. i think a 160gb HDD is only $50ish.
ok I have the best solution for you you need to do the follow in order to solve this problem ok My name is Juan and I am a ps3' proff so don't worry this is fixable in a portable usb card reader install the newer ps3 update go to sony and in your usb created a folder with the name PS3 in capital letters and inside this folder created another folder with the name UPDATE and download the update on this folder once you have the update ready connect the usb storage device to your ps3 turn the ps3 on and press the PS logo on your ps3 control then on the next screen press STAR and SELECT at the same time and the ps3 is going to start looking for the update follow the instactions and then some model on the next screen you have to press again SELECT and START at the same time but this time hold them for 5 seconds and the update will start after the update finish it will start normally if you have problems doing this call me at 706 529-0579 and ask for juan thanks
It should have formatted with your ps3, even if you formatted the HDD on your laptop it would have asked you the same thing, since the PS3 asks you that so it can install some folders for the pictures, games music etc.
your problem could be caused by faulty HDD installation, a faulty HDD or a broken ps3 that cant read HDDs anymore.
I would make sure the HDD is installed correctly, if that doesnt work I suggest buying a new HDD. If both of those dont work then you have a Ps3 that has a trouble reading HDDs
