You will have to look at the inside of the washer when in spin cycle to see what is going on. Is the spinner motor not engaging the drum? Is the spinner working at all? It sounds like the spinner isn't being moved against the drum before the spin cycle starts. Most washers use a seperate spinner motor, which is lifted off the drum by a relay and / or solenoid and if one or more of those is malfunctioning, it will cause your described problem.
First check - ensure that the jets at the end of the spinner blade are not blocked. Check that the spinner is not siezed by turning it by hand, other than a cracked or disconnected pipe, there can not really be another reason for the spinner not rotating (if the bottom one rotates).
have kenmore 70 series washer model: 110.7015626w that will agitate but sluggishly and will not spin but the belt is getting hot (drum is not spinning but the motor is running).
try cleaning the spinner and laser and make sure the spinner and game make contact to where they spin. it might be that your tray is kind of crooked and it misses the spinner to where the game wont spin.
Make sure that the spray bar when lifted by the water pressure is NOT hitting the dish rack OR has excessive friction. Test by manually lifting and turning.
Also the jets must exit at an angle to provide the torque.
u need to get a new belt. a local hardware store or walmart carries it. also u need to take the vacum apart further so u can clean out where the motor spins u will get much bettter results
Try twirling the spinner by hand to see if it is binding. If it looks ok then there could be something plugging the water passage to the spinner. If you have access to a water hose you could run water into that verticle passage pipe and see if there is an obstruction. If so it can be taken apart for cleaning.
