My passenger window is getting power and ground to the motor but will only roll down. when i switch the wires on the window motor the motor will roll up. So i know that the motor itself is working. I also put a new drivers side window switch in but it made no difference. I also tested all of the wires at the switches and the motor and they are getting power and ground. I'm out of ideas.
Test the MASTER switch at the drivers side. It seems to be a "wiring problem with the Master switch. The master switch is the switch that controls ALL the cars windows.
The passenger window switch gets both power and ground from the master switch. You have replaced the passenger side switch and it still had the same result and if the wiring is good from the master switch to the passenger side switch, then the only thing left would be the power window master switch. Check all wiring of the Master switch. That's the only thing that's left to do.
Testimonial: "I have replaced the master switch on the drivers side. that is when i was out of ideas and wrote on here. I tested all of the wiring going into the master switch and everything seemed to be working properly so i figured it had to be in the master switch itself. But when i plugged in the new switch i got nothing. I was very disappointed. That's the only thing i had left as far as ideas. I appreciate your assistance. I'm just trying to avoid spending hundreds of dollars sending to a mechanics shop."

The first thing that I would do is check for electricty at the motors them sel and work your way back.If there is elec. at the window motor it's self susspect a motor problem.Remove the motor to see if it spins (but it dosen't me its good it could be week)next check for binding in the window mecanism.

Tom,
See this alot. Sorry,It appears that is a symptom of a bad motor. If it moves an inch or so,then nothing, after a few minutes another inch or so,it's motor time!

Before you replace anything, inspect the connector pins in both the driver's door switch and the passenger door switch. If you don't find any problem with these connector pins, replace the driver's door control switch.

I found the answer here; it tells you exactly which wires to jump in order to get the driver's side window to raise:

If the test lamp is always ON, test for a short to voltage on either control circuit. If the circuits test normal, replace the DDS.
