Poulan P3314 pull start cord jammed

While trying to start my P3314, the pull cord got stuck while pulled out. I removed the cover. The white pull wheel will not turn.

I have removed the rope and the screw that apparently holds the wheel to the cover, but I can't get the wheel to come free. What's the trick?
