Make sure that the magneto circuit is not grounded. Be sure that the air gap between flywheel magnet and magneto is at specifications. If all that checks out okay, then you need to replace the magneto. Also, check the spark plug for any cracks in the ceramic insulation.

What is the coil gap

The coil makes the spark to fire the motor. A magnet in the flywheel spins past the coil to make the spark. The coil probably has some freedom of adjustment to move it close to the magnet. Not too close or it will rub. Not too far, or you will get a weak spark.

Where to find the spark pug on my 21inch 139cc mtd ohv lawn mower

It should be under a rubber boot between the valve cover *(stamped OHV or OHC) and the muffler.

Good luck and be careful. Dont pull that boot when the engine is hot!

Lawn mower won't start

to check for firing remove the spark plug insert it in the plug boot and pull the rope while watching to see if the plug sparks be carefull not to touch the plug electrode while pulling the rope or it will shock you. If you don't have a spark, try a different plug. If still no spark the coil could be bad.
