Check external valves are open After that, the water intake is controlled by electric AC solenoid valves, one for hot and one for cold. You need to see if volts are going to the solenoids. The odds that both solenoids went at the same time are small. I suspect an electric problem

Either the cylenoid to let the water in is bad.
Or the hose from the dispenser to the drum is clogged.
Most common with powder detergents.
Some really hot water poured into the dispenser may
solve the problem.

Kenmore elite smartwash quiet pak 9 he4t the washer starts filing water when the washer is turned off.

Hi from retired Englishman in SW France,
This is symptomatic of a malfunctioning water control valve- not closing fully- the hot water one, if the washer is hot and cold fill, and the cold one if it is just cold fill!
Sorry but it needs replacing and a service call ;-0(
Good luck,
John C

If the washer machine kenmore elite oasis he is draining water is it a water pump or draining pump?

The drain pump evacuates the water from the tub and down the drain pipe. There is only a solenoid valve assembly to let water into the washer.
