Might try a Slingbox. http://www.slingbox.com/requirements There is an App that lets you view a stream.
You might be able to stream via a TV card as well... Although that would be just on your PC. (WinTV comes to mind which uses Windows Media Player...)
Yes you can definitely view your CCTV footage on your mobile phone at your work via internet. Sentient CCTV DVR basically is a night vision camera. You must know the IP of the camera and IP Video server. Connecting your phone to CCTV camera via the protocol you can view the CCTV footage's in your phone. Night vision cameras are used for surveillance purpose. I would prefer cctv camera with ir illuminator for good image quality in the night time that will clear footage quality in my phone. Recently many new applications have also being launched by security cameras with a view to solve problem you mentioned.
More details are required. The Samsung 'SmartViewer' program starts up on a computer. You can access it whether you have a recorder or not. The Samsung 4 channel DVR has a menu to set IP address & ports to use and a netjack to connect to internet. You can access the DVR from any computer connected to the same router as the DVR by inserting the same correct info into 'SmartViewer' as in the the DVR. Once you open the required ports in your router, port forward the router to the DVR, any incoming requests from the internet to view should connect and with the correct password you can view your security cams. With minor adjustments..that's it. What didn't you do?

The DVR will be programmed with an IP Address via the DVR main menu function (network settings) and a valid password. The network viewing software (web viewer) you will need to ensure that the IP address is entered correctly for your DVR along with your valid user password.
