It could be the batteries. It could be the battery charging circuit in your camera. Try charging the batteries in an external charger that you know for a fact is working properly. That will tell you if it is the camera's charging circuit or the batteries. If it is the camera's charging circuit, it will cost less to use an external charger then to repair the camera.
Even though the battery appears to be charging it may be shot. Some batteries if they run down too far can not be recharged. You need to try a new battery in the camera.
Your problem may be due to weak/worn out batteries or corrosion on the battery contacts inside the camera
which can prevent the full power of the batteries from flowing into the
camera. Try this free fix before you do anything else: remove the batteries and wipe the camera contacts firmly with
a dry cloth (heavy corrosion may require cleaning with a wire brush,
steel wool, or sandpaper). Remove any residue that may have fallen
into the battery compartment during cleaning, then wipe both ends of
the batteries and place them back in the camera. This cleaning clears
the problem about 90% of the time. If it doesn't work for you, your batteries may need to be replaced, or the camera may have
a problem that requires professional repair.

1. Remove the batteries from the camera and the memory card 2. Batteries should be Li-Ion Rechargeable Digital Camera Battery KLIC-7001
3. Verify batteries are inserted correctly 4. Place the camera in Auto Mode (Its green camera icon on the dialing mode) 5. Turn on the camera (if it failed try charging the camera) 6. Plug the USB AC adapter into a working power outlet. 7. Connect the USB cable to your camera and to the USB AC adapter. a. If lights on battery charging light [solid green] >charge the camera until light turns off or (up to 3hours) b. If lights on battery charging light [red or flashing red] >camera batteries are weak; replace with recommended batteries c.If lights on battery charging light has [NO light] >Try new set of supported batteries to test the camera one last time >If already tested with a new set of batteries, set up the camera for repair 8. After all the step still camera will not work contact Kodak support line at 1 800 235 6325 (23KODAK)
** since the camera is less than a year it can be sent for repair in warranty. To receive warranty entitlement, you need to include a photocopy of the receipt or proof of purchase NOTE:If Kodak repair center finds out customer induce damage, you will pay for the repair cost
Please plug the camera charger in AC Outlet and hook it to camera. Check camera power turn ON, works fine? if OK, switch it to Standby / Off mode. Attach battery and check any charging light lit? If yes, leave the camera on charging position for 4-5 hours until its charge light flashs or turn Off. battery is chaged now. Have fun :)
Charging LED Red LED is on = Being charged Red LED is blinking = Charging error Green LED is on = Charging is complete
● If the charge indicator blinks as red, it indicates a battery charging error. - The battery is not properly inserted - The terminals of battery are dirty or damaged If the battery is inserted properly and the charge indicator continues to blink, contact the nearest Samsung Camera Service Center.
If the charging LED doesn't turn to green could mean a signal that the battery is bad or can't charge 100% anymore = too old, needs a new battery. Hope this helps.
The battery has lost it's memory and needs to be shocked back to life.. This solution worked for me:
"Hi,I just found a soultion on another website and it appears to have worked for me.Apparently the battery loses it memory when fully discharged,to fix this take a 9v battery and place the terminals + to + and - to - with the camera battery for 30 seconds or so then put the battery back in the camera and charge as normal.I just did this and it seems to be charging and the red light is solid.hope this helps."
