Toilet not flushing completely

My Kohler low-flush toilet is only about 8 months old. It just started to not flush completely. When I flush the toilet, the water rises almost to the rim of the bowl then slowly goes back down to the normal level. I put the nozzle of a garden hose in the bottom of the toilet bowl and turned on the water full-strength. The water went down immediately (not sluggishly, as if a partial-or complete- clog existed). But the toilet still does not flush completely. How do I resolve this problem?

Prelude:
My toilet had the same problem a few times. I managed to clean it out because the pipe is somehow connected to the downstairs drainage pipe in my house. What fixed the toilet clog was going to the source of the problem and pouring extremely powerful hair clog remover chemicals in it (I did have to open all the windows and get the pets as far away as possible and wear a mask). After the specified amount of time waiting, I went to go flush and it worked.

**Answer**:
I would recommend doing the same thing but only if everyone in the house is gone for 1 hour. Also I would air it out by leaving windows open, not first floor doors or windows though. It can be deadly if inhaled for extended periods of time. The more powerful the cleaner, the better the results but the deadlier it can be if inhaled. Try this.

My second guess is that it may be the plug inside the toilet's tank. You should check to see if it is working properly. Try flushing with the lid off and watch the plug to see if it is working properly.

You have a partial clog, as if someone tried to flush paper towels or something that shouldn't have gone in the drain.

Try plunging, first, then a toilet snake, or you may have to get a pro to pull the toilet off the floor and run a larger snake if it's further down...

Kohler toliets can be a pain to repair. I have found with them that the only thing to do with them is go to a plumbing company, take the model number with you and replace all in the inner parts to it. You will replace the fill valve and flush valve. After I do this on Kohler I don't have anymore problems with them. It should work for you, just make sure they are Kohler parts. Good Luck

Toilet flush levers are always adjustable. For the most part, there are two types of chains that attach to the lever. Ball chain or linked chain. Either way, you'll see that there is a rod behind the toilet handle lever. That rod has many holes. Re attach the chain to the proper hole on the rod that makes the chain taut and not loose. Before taking it out you need to go back to Lowe's and purchase a toilet auger....
With this you can crank it down through the trap of the toilet and remove the obstruction...there is something in there that a plunger will not remove...example...a pen or pencil... comb...these are commonly removed when I het the symptoms you are giving...

Kohler is correct. The most likely cause of this problem is an obstruction in the common vent stack that both toilets share. When you flush the old toilet it need more air to flush and will get it from the easiest source (your new water saver toilet). First adjust the float level in the old toilet so it won't use as much water or just stick a brick in the tank to take up space.Second, run a snake down the vent stack from the roof to check for obstructions. Birds will sometimes nest in there.
