I would try the following steps, then contact HP (if these don't work, chances are it's hardware related).
1) Remove the battery and power cable.
2) Hold down the power button for 3 seconds.
3) Reattach the power cable and battery.
4) Try to boot again.
you have boot from Windows CD just put into ROM then restart your computer it will boot from the CD if not then you have go in bios and change boot option
1) Remove ALL wires and then press and hold the power button in for approx 20 seconds
2) Plug everything back in and then rerty
This may sort the issue out however from what you are descrbing, if there is no boot or display it is highly likely the motherboard and/or the CPU is faulty
I would recommend that you book the PC into a reputable PC repair shop if the above does not work

I've found that for data recovery of a nonformatted hard drive, It helps to try Puppy Linux. (I prefer version 4.1.2) Burn the .iso image from their website using an iso burning program, and place it into your PC first thing during bootup. Once booted, you should be able to transfer all your files to an external hard drive, or series of DVDs,
I must have done this about a dozen times for people.
Check the Leds on laptop. Try to turn on the laptop with just the a/c adapter. Disconnect battery,a/c adapter and drain flea power by holding power button for 15 second. Connect /ac adapter and check. Disconnect harddrive and memory from laptop.Reconnect and try to reboot.Possible issue with motherboard.
Compaq and Hp are having issues with several models, My wife just got hers repaired free out of warranty. Go to copaqs website, look up your model and see if it is one they are offering free one time repairs on. Wife's computer was doing same thing, they replaced the motherboard. Took about 2 weeks round trip . Good luck
Try your old HDD in it and see if that works. If it does work then nothing is damaged except your DVD drive/Controller. Try putting the new HDD in another computer, installing windows then putting it back in the HP. If all else fails then flash the bios with an updated image and see if that rectifies the problem.
