Question about GE Profile PDW8000G Built-in Dishwasher
Check your float in the front left corner it may be stuck in the up position and making the dishwasher think is is full of water already.

I was having this problem myself and after replacing the hot water pipe and the intake valve, discovered that the float was totally full of grease which had stuck the float in the 'Full' position. By simply cleaning the float, the dishwasher worked like a charm.
