I am an african american that has sister locks. My hair is inbetween locking and curly and just looks like a curly mess because the locks are very small and my hair is barely shoulder length. How can I present a more professional appearance that is easy to maintain while my hair locks and grows?

No you shouldn't use it again. Your hair will only grow at the same rate regardless of what you put in it. Products which claim to make it grow faster are only scams trying to get your money. If it made your hair dry out that would make it appear shorter as it would pull it up. Your hair however is the same length. Wash the product out and dump it would be my advice.
