I have a 1994 cadillac deville it takes off slow n picks up speed slow i replaced the convertor n fuel filter what could b the problem

Might be clogged catalytic converter it can cause loss of power due to carbon built up that's why it seems like it takes a bit to pick up speed

I have seen this problem before and the cause could be TCC Staying in Lock-up or an Electrical Issue within the Engine itself or a Fuel Delivery Issue.

If the Transmission TCC is the issue, try driving at slower speeds (below 30 and come to a stop, does it Shut off then? Increase Speed by 10 and try again. Does it react differently once you go above 42-45 MPH?

As driving when speed reaches 19 to 20 mph it acts like it isnt getting any gas it cuts out and resumes

check fuel pump or change fuel filter. its not getting enough fuel, change fuel filter, and it should make a big difference.

Takes forever to pick up speed i replaced the cat converter

I would start with a cylinder compression test and then check the timing. I'm sure the car has over 100k, so it wasn't a waist to change the cat the fuel filter. There is no one answer for your problem. Things to check or proof out, vacuum leaks, fuel pressure, last COMPLETE tune-up, EGR, MAP, ECT sensor and the E-VAP system.
