Flaky Operating System

My Current Build

Amd Socket 939 4200+
2 GB Hyper X Kingston Ram (Dual)
ATI Radeon X800 Pro
Seagate 7200 rpm HD
Amd a8n-se Mobo
Windows XP SP2

I have been having flaky operating system problems for a while now. Some examples: When I clear my Documents folder on my start menu, When i SET IMAGE AS BACKROUND from a website. I am very good with computers and have not figured it out. Here are the steps i took to finding the problems.

Ran CHKDSK /r in dos = no fix
Tested Ram in dos = no errors
updated ALL DRIVERS = no fix
ran REGISTRY CLEANER= no fix
reformatted = no fix
replaced hard drive = no fix

I cannot figure it out. For as fast as my system is something as simple as clearing my documents folder or setting image from the internet as backround should not take 30 seconds. My video card is getting old and have noticed my frame rate fluctuating RAPIDLY from high to low in game. It never used to do this. can the problem be a weakening power supply or a dieing video card?

Thank you

Dying video cards and dying power supplies doesnt make your OS flaky, it sounds like your hard drive is getting ready to kick the bucket.

How to make use of 2 DVI outputs on Sapphire Radeon X800 GTO2 Graphics card

You need ATIs Catalyst Software to run dual monitors. Just installing the drivers is not enough. There is a bummer part of all this. Before you install the latest driver/Catalyst Crontrol Center, you will have to uninstall your current X800 software through Control Panel. If it fail to uninstall you will need to use ATIs uninstall software called: cat-uninstaller.exe. The first link below.
When you have the new CCC & driver installed you'll need to setup your dual monitors within the Catalyst Control Center. K
Uninstaller: http://searchna.ati.com/promosearch/?site=us-en&la=en&qt=cat-uninstaller&selectsite=ATI&sp_a=sp10039240&sp_p=all&sp-x-1=col&sp_f=ISO-8859-1&sp_q=cat-uninstaller&Search.x=9&Search.y=8
Radeon X800 Driver/CCC software: http://game.amd.com/us-en/drivers_catalyst.aspx?p=xp/radeonx-xp
1 last item. Please make sure your operating system is updated. ATI wants you to have .Net framework 2.0 installed before you install the driver package.
