I could do better with a picture of the remote. Closed captioning is usually a multi-press button, that is each press takes you through each of the four types of closed captioning and then off. You can enable closed captioning on a DVD Recorder, it looks like the TV, but its only on the picture from the DVD Recorder. If you have a PVR, you could have closed captioning on on that device. Try tuning off everything else to make sure it IS the TV. Turn on the menu and find the closed captioning settings and set to OFF. Press the close captioning button on the remote (If there is one) and press CC repeatedly until it says OFF. Try and control close captioning, timer and menus with the ORIGINAL remote and not a programmable one. Programmable remotes are not always completely compatible.

Comcast's remote has nothing to do with closed captioning. It's on your tv remote. First, the tv has to be capable of handling closed captioning, and your's is- and second, the program must have closed captioning provided- current programs do, some older shows do not support closed captioning. Recheck your remote, and if necessary- look at the setup instructions that came with the TV- they should also be posted online at the Proscan support site.
If you have the Suddenlink remote and the DVR box you can turn captions on or off by accessing a technical menu. To do this, press POWER and Menu buttons together (menu 2 times) to bring up a special menu. Select Closed Captions. On the popup menu select closed captions and using Select button change to OFF or ON as you wish. The trick is to get the menu to come up. Timing of pressing the two buttons is frustrating and it may take a few times befotre you get the special menu.
