The fact the battery shows fully charged means nothing, the symptom is a defective battery.

This is most likely your battery that needs to be replaced. A bad battery will show fully charged and not have enough juice to start the device up.

It is supposed to turn green when fully charged. There is also a battery charge indicator on screen.
