The VPN you want to connect to has not given you permission to connect. Check with the administrator on the other end.

In Windows your security settings need to be set to accommodating this installation you can find the security settings for IE8 by going to tools then internet options set your security to low from your question it reads that you have done this already my research bring me to this option please read below.

Problem Definition:
When installing NetExtender on any supported Windows operating system, the error "Failed to install NetExtender, the installation has been rolled back" may be observed, especially when the operating system is installed on a drive other than the default. This issue is resolved by upgrading the SSL VPN 2000 or 4000 appliance to firmware version 2.5 or higher and making another installation attempt.
Resolution or Workaround:
For each of the following possible causes of this behavior, an explanation, workaround, or solution is provided:
  • User does not have administrative privileges. With 2.5.x.x firmware and above, administrative privileges are required for initial installation only, previous versions require administrative privileges for each update.
  • Browser security settings. Add https://IP-or-DomainName to trusted sites, and set trusted sites security level to LOW.
  • Popup blocker. Disable all third party popup blockers.
  • Anti-virus or anti-spyware. Temporarily disable all third party anti-virus or anti-spyware solutions.

First thing to try is making sure you have the latest firmware on the router. If you have not logged into it before you need to type in your browser address bar and log in when prompted. The router by default does not have a password set so it might be worth setting one in system settings. You should find on the menu an option to update the firmware. Read the screen should guide you how do this. If the firmware is up-to-date and you still have a problem try disabling your firewall on the pc to see if it's getting in the way. Don't leave the firewall off if you find it's causing the problem you just have to work out how to configure it to allow the traffic out. The route should allow this traffic out by default.

I am having problems connecting VPN Connection on my Windows 7, it says there need to be a machine certificate installed before i can connect using L2TP/IPsec. error code :766

"Error 766: A certificate could not be found. Connections that use the L2TP protocol over IPSec require the installation of a machine certificate, also known as a computer certificate."

"Error 766: The L2TP connection attempt failed because the security layer could not authenticate the remote computer."

Cause: Connections that use the L2TP protocol over IPSec require the installation of a machine certificate, also known as a computer certificate. You will see this error message when such a certificate is not available.

Typically, this error is generated on a remote access server that has active L2TP ports configured, the remote access service started but there is no certificate in the computer certificate store. This generates an event log message that tells the administrator that L2TP ports will not be able to accept calls until a certificate is acquired and RRAS is restarted.
Resolutions: 1. If you use PPTP VPN, select Automatic in Type of VPN.
2. If you use L2TP, check the remote access server and make sure there is certificate in the computer certificate store.

you need to create an IPSec tunnel between the router and windows server 2003 (run secpol.msc). From the dlink router, you need to set the IP address of the VoIP gateway as part of the LAN that is included on the VPN tunnel. Since it is the server 2003 that has a static IP, you need to initiate the connection from the Dlink router.

That error means it was unable to connect. Can't find vpn server or security was wrong. Are you running a firewall? If so, open port 1723 and try again or shut it down while testing.

- Check the Internet if working properly?
- Access the configuration page of your router and open the firewall settings, uncheck the list below:

Enable PPTP Passthough
Enable L2TP Passthough
Enable IPSec Passthough

- Try to gather some VPN ports to open using the router.

Note: You should have your permission from the connection of VPN to use it.

This example will demonstrate how to create a Virtual private Network (VPN) between two remote locations through the Internet. The VPN policy will use 3DES IPSec to securely send/receive encrypted data over the Internet. When the VPN tunnel is enabled, the two offices will virtually appear to be on the same local network. This example will consist of two DI-804V VPN Routers with a simple setup. The two remote offices in this example will be known as Office A and Office B. Both VPN Routers must already be set up and able to access each other. This is only an example, your setup will vary using the WAN IP address provided by your ISP. Please note the differences in the IP addresses for each office. We will begin by configuring the DI-804V at Office A. Start by going into VPN Settings under the Basic Setup menu. Step 1. In the Connection Name field, type in OfficeA. Click ADD. Step 2. A properties screen will appear for the new connection you have made. Fill in the appropriate information for Office A: Connection Name: OfficeA Local IPSEC Identifier: Local Remote IPSEC Identifier: Remote Remote IP Network: Remote IP Netmask: Remote Gateway IP: Network Interface: WAN ETHERNET Secure Association: IKE Perfect Forward Secure: Enabled PreShared Key: 123456 Key Life: 28800 IKE Life Time: 3600 Step 3 Click SAVE. There should now be a VPN policy created for Office A. Now you will want to Save & Restart the DI-804V. Note: 123456 is an example of a preshared key, please fill in any secret preshared key you desire. Keep in mind that both sites require the same preshared key. Office A setup is now complete, we will now configure Office B with the other DI-804V, Follow the same steps previously with Ofice A to create a VPN policy. Step 1 Please change the appropriate information. Connection Name: OfficeB Local IPSEC Identifier: Local Remote IPSEC Identifier: Remote Remote IP Network: Remote IP Netmask: Remote Gateway IP: Network Interface: WAN ETHERNET Secure Association: IKE Perfect Forward Secure: Enabled PreShared Key: 123456 Key Life: 28800 IKE Life Time: 3600 Step 2 Click SAVE. There should now be a VPN policy created for Office B. Now you will want to Save & Restart the DI-804V. After the VPN policies have been created for the two Offices, the two remote locations should authenticate and connect. To view the status of the VPN connection, go to the Device Status menu. On the bottom-left side of the menu, click on the VPN Status icon. A VPN Status pop-up screen will appear showing VPN connection status. If a VPN tunnel is active, the State should indicate Q-Estab. Go to a DOS prompt and ping the internal IP address of the remote network.
