Problems plugging the power cord all the way into the charger

Not familiar with your device but I think it may be a bad charger cord, wrong cord(my phone displays "wrong charger" when I grab the wrong cord), or the charger port on the device could be bad. If it's been charged before, and now refuses the charge it could be a bad battery.
Sometimes, if you check the home site(computer), the company may have posted some help info. I know Amazon does for their Kindles.

Try another outlet, cord/charger, with the EXACT same power specs. Has the cord plug been pulled while pluged in damaging the AC jack? Does the computer boot on battery power?

Check the connection between the charger and the laptop. It should fit firmly in the DC jack without wiggling. If it is loose, use electrical tape to hold it in place so the charger can receive power. This is a temporary fix, however, because a faulty connection can create sparks and cause a fire or injury. A loose connection will just get worse over time, so have it sent to a DC jack specialist as soon as possible. Turn off the laptop and flip it upside down. Locate the latch that secures the battery and slide open. The battery should pop out; give it a tug if it doesn't. Apply a small amount of rubbing alcohol (Methylated Spirits)to the tip of a cotton swab and use it to clean the battery's connectors. Dirt can build up and interfere with the connection, giving the appearance of a broken charger. Let the alcohol dry completely and re-insert the battery. Slide the latch to secure it and plug in the power cord to test it. See if the laptop powers on with the charger only and battery removed. If it does, the battery is the likely culprit and should be replaced. If the charger is truly broken, the only thing to do is to replace it or the power cord attached to it. Look on the bottom and write down the part number. Call the laptop manufacturer for a replacement charger or search for the part number on eBay. I think either you have the wrong DC Power Jack installed (where the power cord plugs into the computer) or the wrong AC Adapter & Power Cord.

Hopefully you have an AC Adapter Power Cord that was made for your computer and not one of those one size fits all that some stores sell with the interchangeable tip at the end that plugs into the computer.

Yes, the polarity of the charger you used was probably wrong for the phone. The power circuit is probably fried. It would cost nearly as much to fix that as it would be to get a new phone.
Always make sure to check charge polarity and voltage before plugging chargers into just any devices. Some will work, but as you found in this case, some don't and can do substantial damage.

The problem might be either from the charger or from the laptop.

To confirm and repair if it is the charger, all you have to do is to plug the charger on another laptop to see if it will charge, if it does not charge, then you know the fault is from the charger, and the solution is for you to replace it with a new one, before you replace it, try to connect another power cord to the charger, because sometimes the power cord might have been burnt, that have happened to me twice and replacing the power cord solved the problem. But if replacing the power cord does not help, then you need to change the power cord.

To confirm and repair if it is the laptop, plug in a new charger to the laptop, if it does not charge, then you need to understand that the charging port of the laptop is faulty and needs to be replaced, have a repairman replace the charging port for you.

Make sure that the wall outlet is operational. Try replacing the power cord to the charger to see if that will fix the problem. It is the same power cord used to power most desktop computers. Take the cord with you to an electronics store to ensure you have a good match, they cost less than $20, keep your reciept just in case you need to return it. Plug that in to the charger (if it will fit), turn on the charger's power switch and see if you get any lights on the charger. If not, most likely the charger unit has been damaged and will need to be replaced, $275.00.

do the hard reset again .. hold the power button down while operating the reset in the back .. keep the power button down for a few seconds .. that should bring up a display "delete all" .. you can choose to do so .. that will be a hard reset .. now if the battery is dead and the charger is not working then nothing will work for you .. you might have a bad charger .. often the end that plugs into the unit develops a broken wire inside the cable ..
the m515 wont charge from the sync cable (shame) it needs the external power adapter .. make sure the connections on the charger and palm are clean .. the power adapter is 5 volts and i think about 1 amp .. )(center pos) if you want to try another adapter .. the tip is rather standard ... also you can get a universal power adapter from radio shack that will work on just about anything .. you just plug in a suitable tip .. the tip for your palm is an "A19" .. the power adapter is "IGO" wall adapter 23-1401 model PSM08VADJ ... that seems to work nicely and it plugs directly in to the palm .. so you can work with it plugged in .. when the charger is working there should be a lightning bolt thru the battery symbol .. it sounds like you already know that .. if the battery has gone open then it may not indicate a charge .. but the unit should still work while on the charger if that is actually working ....

I have seen this with multiple phones, the problems can be in a couple places. Even with a new phone the charger port can be easily damaged, also your chargers (I know you have tried more than one) could have a couple problems; wrong size, short in power cord for charger, and damaged/ worn contact points. I suggest you take your phone to your local provider and see if the have the same problem when the plug the phone in to their own charger, if they do it is probably a charger port problem if they don't see the same problem you might just need a new battery charger. I know this seems redundant but it has to be one or the other. hope this helps :)
