A few months ago I got a Samsung Galaxy S4 as a gift, and every now and again it comes up with "Restricted Access Changed". Since it was happening more and more often, I looked through the forums to see what I could do. Here's what I've already tried: Checking outages in the mobile network where I am; Turning the phone off, waiting 10 minutes, and turning the phone back on; Manual roaming; Turning airplane mode on and off;

My Samsung Impression turns off after I turn it on and the screen turned red and now blue and the screen is fuzzy. I never got it wet and the sticker is white, not red. Please help. Thanks.another thing is that when I used to call people the only way I could hear them is if I put it on speaker.

I just had this same problem - I suspect it may have been a new app I installed that changed some settings.
I fixed mine by going into Settings>Mobile Network settings, then tick "Use packet data". Worth a try.
