Go to bios mode and reset all setting to their defaults, and then restart. and the prob with usb during boot is still common.

What are you seeing?
The following errors display when your Intel® Desktop Board starts:
PXE-E61: Media test failure, check cable.
PXE-M0F: Exiting Intel Boot Agent.
Why are you seeing it?
PXE (Preboot eXecution Environment) is a boot environment that allows the Intel Desktop Board to boot up using a network interface, instead of booting from an installed hard drive. You can enable or disable PXE boot in the BIOS.
If PXE Boot is enabled in BIOS, the PXE-E61 and PXE-M0F errors can happen when both of these are true:
A bootable hard drive is not detected.
A network cable is not connected to the Intel Desktop Board.
How to fix it
If a drive is installed
Check that the drive is detected in BIOS:
Press F2 during boot to enter BIOS Setup.
Go to the Boot menu.
Check the Boot Drive Order.
Press F10 to exit BIOS Setup.
If Boot Drive Order shows No Boot Drive:
Check that the drive is properly installed in the computer.
Try installing a different known good drive.
If PXE Boot is enabled in BIOS
To check the BIOS option:
Press F2 during boot to enter BIOS Setup.
Go to the Boot menu and check for Boot toNetwork.
Press F10 to exit BIOS Setup.
If you do not plan to boot to a network, disable this option.
If you do want to boot to a network, check that the network cable connection is working properly.
In the BIOS Setup program, the user can choose to boot from a hard drive, optical drive, removable drive, or the network. The default setting is for the optical drive to be the first boot device, the hard drive second, removable drive third, and the network fourth. Remember to save your settings, when leaving the bios. If the boot order change when you power off, the cmos battery must be renewed:
The battery is a watch type Cr 2032, and cost a few dollars. Remember to place the new battery, as shown on the picture.
The computer is booting up using the ethernet. Usually this boot up is used on one of the workstations of a Network.
The computer should boot up on the hard drive. Its just that the network is priority over the hard drive. For you to change this you must configure the Boot options on the BIOS.
1. Go to the BIOS settings
2. Go to anything that associates with Boot Options
3. Make the CD/DVD ROM be the first boot device
4. Make the Hard drive be the second boot device
5. Make other Boot Devices retain to 3rd and so forth Save the changes and restart the computer
6. If all fails make sure that the hard drive is detected on BIOS if not
7. Try to disconnect the hard drive and put it back in Go to the BIOS see if it is detected
8. If not replace the Hard drive
check the boot order in the bios settings
check the power cord is connected to the hard drive
IS it Sata or IDE hard drive cable ?
Is it a red flat 1/4 inch wide cable (SATA)
or a 50 wire wider grey cable flat ribbon (IDE)
Another more sinister cause could be the bios on the motherboard does not handle the larger 1 Tb hard drives .
Do a google search on the bios chip number to get the motherboard type and check its specs to see if it can handle larger hard drives
Your PC is trying to boot from your external hard/flash drive.
You have to change the boot order in the bios. While booting what the screen, you'll see a message "Select F2 for boot or DEL/F10 for setup"
Go for the setup option, this will take you into the bios. Read the instructions carefully, you need to change to boot order, choose CD for 1, HDD0 for 2 anything you like for third. Press F10 to save and exit. Your PC should now boot properly.
Or, as its just a flash drive, don't plug it in until your PC has booted.
You're Intel motherboard does support up to 4 SATA hard disk drives including SATA CD-ROM / DVD-ROM drive, reader/writers. This MB also includes two serial ATA IDE ports. The most likely reason you're system is not booting is because all SATA ports are all seen as Master drives. By connecting the SATA DVD-ROM drive the bios auto configured the SATA ports. You'll need to enter the bios when you're system boots-up. Press the F2 key on you're keyboard right after hearing a single beep. You will than enter the bios main menu. Listed at the main menu are devices connect to the motherboard. (Instruction on how to move around in the bios is listed at the bottom of the screen). Mainly, the hard disk drive or (drives) and the SATA DVD writer. You'll need to open the Boot tab. Look for boot order. You want the boot order set like so; First boot device: [Floppy disk] drive; if one is connected. Second Boot device: [Primary Hard Disk] drive. (The drive with windows installed on it). (This drive may be ATA IDE or SATA; you did not provide that information). Third Boot device: [DVD-Rom] drive. Save and exit the bios. The system will auto restart. You're windows operating system should load correctly after the auto re-start. The SATA data cable and the SATA power cable should be checked for good connection. In your bios change the boot order so that your SCSI drive is listed in the #1 slot. Save and exit. This will tell your system to always look at this drive first when booting up. Hope this helps.
The peripheral devices as Hard disk and cdrom is not connected with the IDE cable or has loose contace. Even power cable of devices is not properly done or left out. So you need to check the IO IDE cable connetions and the power cable connections of the devices being connected to the mother board.
