I am having the same problem, i have some addition information that may be helpfull though. My flash drive quit working after i accidently wiped the MBR on it during my windows admin class. So the data is still there but there is no MBR and i get the same error.

Or so it worked for me. When trying to >reformat a USB drive. If you get
"Windows couldnot complete >the format" or whatever the error was. Right
click on "My >Computer" click on manage. Click disk management. Finaly
>right click on your flash drive and click "New partition" Follow >the
wizard. FYI this is kind of a half-@## workaround. let me >know if you
run into problems. :) have a nice day.
This one worked for me perfectly after having the "Windows could not complete the format" error. Note, I ejected the "cdrom" that U3 was mounting before hand by going to right-click on my computer, click on manage, click on storage, then removable storage, then media. The cdrom will be alongside the U3 Sandisk Cruzer Micro USB, and it will be owned by Sandisk as well. Right-click on the cd-rom, then click "eject". Then, follow the comment above by Lordships for reformatting instructions.
