Yes, if you've had the engine apart recently and the vibration has come with the rebuild. If everything else is OK, ignition timing, plug leads in right order, engine mounts are OK, etc.
IDEAL 61-065 does not have continuity function and therefore does not need batteries. If you have different model (like 61-076) then check if leads are good first.
Sometimes the batteries are bad (even if new), sometimes they were put in incorrectly (wrong direction) or not seated completely. Maybe there is a tiny reset button on the bottom you need to push after changing the batteries.
I read a blog that I think was through your website. A lady names Chrusty wrote sometime in 2006 said she had the same problem only with a differentstyle camera. She said she put it in the hands of her father. He corrected it by pointing the camera toward the ceiling and pressed the on off button qnd the shutter button at the same the same time and the problem corrcted itself. I followed the instuctions and it worked. The camera is back to normal, at least it is right now. I have put your website in "My Favorites" for future reference. Thanks for being there. you need to take the neg (-) battery cable off to reset the radio. you can only enter the radio code 3 times incorrectly than it will lock up. i think you can pull the back up fuse from the under hood fuse box for 10 seconds and that will also reset it.
