It does. However on ours I removed the adjustment bar for both the front and rear seats. The front seat seems to be more stable like this. Also, by removing the adjustment bar on the front seat it give the front baby more leg room.

If you have the tray table, ensure it is attached firmly and properly to the stroller frame. Attach the Graco infant carseat facing the rear until you hear that it snaps in. This process is similar to snapping the carseat into the base that is in your car.
Best bet is to give Graco a call. 800-345-4109 I have done it before, you just have to gauge that it looks right. Put on the cover, fit the top (head) part first, then make sure the sides are on good then the bottom (feet) then you need to pull the straps through the slits to cover the shoulders, slide on the chest buckle pieces. Do you still have your manual? I would expcet them to have a diagram of this. :)
