If there are 2 belts, change them both. one can get damaged and not allow the other to work right.

Spin cycle is slow

Are you using the correct setting? Some settings only spin slowly (for delicates for example) and other settings spin at various speeds. When the load is off balance it doesn't get up to full speed either.
If it used to work at full speed, is your belt loose and slipping when spinning? Motor could be going at full speed but the drum is not. Is there an unusual or different sound? Possible smell of rubber as it slips?

When the washing machine is in the spin cycle it makes a loud screeching sound. After taking off a panel I noticed rubber shavings in the bottom from the belt. Do I need a new belt, should I tighten it,...

The screeching noise is probably the belt slipping under load.
I would start by replacing the belt, and if it happens again, then it is probably a tight bearing or similar on the pump, that is causing the problem.

Motor runsbut drum very slow to spin in spin cycle

The motor could be on its last leg of working. You can also check to make sure that the belt is not binding against anything under the drum. You may also want to make sure that the conterbalance weight is not hitting the belt. Make sure that your machine is lever and that it does not walk during spining.

Washer won't agitate or spin out.

Well it is ethier Belt, Cluch ,motor ,Or transmission. But it does sound like your transmission . The loud clunk is the brake in the gear case ( Trans.). It might have broken off.

GE washer spins slowly -Clothes still wet

Doesnt make any sense why the motor goes off and on. If I read your email correctly. some typos on your email. but, sounds like the belt is too big. Or the spring device that keeps the belt tight is not working properly. You need to make sure what ever it is that keeps that belt tight is working properly or not damaged. The belt is very important to making the spin work good. Match it up with your old belt. The old belt will be slightly longer because of being stretched over a period of time. Get your unit number and model number and go to your nearest dealer and get the correct belt.
