Maybe you need a larger power supply depending on if you might have added more hardware such as a graphics card, or an extra monitor to your system. This sometimes results in an inefficient supply of power, making your fan to your power supply work harder, thus making noise.
The most common problem is a fan that's
failing, or a wire which is hitting the fan blades. There are usually 2
fans: one for the power supply and one for the CPU. If one of these
fails completely, its dangerous -- the computer can overheat and
basically burn up.
Another possibility is a failing hard drive (the bearings can make noise). This could also be the graphic card fan failing, or the powersupply fan ( Bad bearings ) If so, it must be renewed. Try also to blow the case out for dust, with compressed air. ( if any ) Especialy the cpu fan.
you don't wanna stop that fan. the chip in your video and is very similar to your processor on your motherboard. it runs very hot, hot enough to even melt your card. if it's running constantly maybe your computer is in a very warm spot or your working the video card too hard. either way let the fan run or you'll severely damage your ard.
it is very possible that that fan is mulfunctionning overheating the videocard. replace the fan. (you can by the fan seperate from radioshack or some local computer store. (sometimes it is cheaper to replace the video card since it comes with it's own fan.) but of course it depends on what card you have.
Download ATITool It will allow you to adjust your fan speed. Be careful not to change any advanced settings as it may put your card out of warranty. The alternative is to buy a replacement heatsink and fan for your card.
